After protests over fuel prices turned into a countrywide wave of unrest, Kazakhstan's President Kassym-Jomart Tokayev said that he has asked security forces to shoot protestors without warning.

"Whoever does not surrender will be destroyed," Tokayev added. Dismissing calls to hold talks with protesters, he said, "What stupidity.

What kind of talks can we hold with criminal and murderers?"
